UK Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

According to a recent study of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of local authorities are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for selling playing fields and open spaces to shore up their finances, but they argue they must continue to raise vital cash from asset sales or face insolvency.

This coalition said that a significant number of authorities seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would prioritise restructuring services and utilising financial reserves to weather increasing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in southeast England announced its asset disposal plan included the disposal of a shopping centre in Rainham and a community venue in another town to raise £20m over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for the authority, will additionally be sold under the plan.

Local Levy Rises and Wider Fiscal Pressures

The survey of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will have to increase council taxes next spring to address the rising cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

The authority explained it will press ahead with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures take time to achieve both improved services and financial savings,” stated a council leader.

He continued: “There are population challenges which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities recently further found local finances being stretched by the increasing figures of young people and older individuals needing special educational assistance.

A network of councils projected that council deficits will reach £4.4bn a year by 2029, as they struggle to cope with increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a policy document setting out those reforms has been postponed.

Deprivation and Funding Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, several key cities members were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the latest deprivation indices,” said the study.

“While only one key city is among the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of England. The figures highlights the scale of difficulties confronting local leaders across major urban centers in the next twelve months,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting funding system that reflects and responds to the real levels of deprivation and demand,” stated a council leader.

“Without this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the survey revealed.
